During his term of office, U.S. President Joe Biden secured the approval of top semiconductor manufacturers such as TSMC, Intel, Samsung Electronics, Micron, and SK Hynix to build factories in the United States. The factory construction is currently at different stages. If the schedule is followed, it will begin to bear fruit next year. Most job recruitment is expected to be completed during the term of US President-elect Donald Trump.
It is difficult to build a chip factory. The U.S. Department of Commerce estimates that it will take 3 to 5 years to complete the construction and put it into operation.
According to the US "Business Insider", the first of the three wafer fabs TSMC plans to set up in Phoenix, Arizona has begun producing chips for Apple and is expected to begin mass production in 2025. , the company estimates that the second and third buildings will start producing chips by 2028 and 2030.
Micron, a major memory chip manufacturer, has five factories under construction, four of which are located in Clay, New York, and one in Boise, Idaho. The Boise plant is expected to begin production in 2026.
Construction of the Clay plant encountered some delays. According to information obtained by "Financial Insider", Micron's four factories in Clay are expected to start production in 2028, 2029, 2035, and 2041.
SK Hynix’s packaging plant in West Lafayette, Indiana is expected to be operational in the second half of 2028.
Samsung Electronics' plant in Taylor, Texas, is expected to start producing chips in 2026. Reuters previously reported that the delivery schedule of ASML's wafer manufacturing equipment has been delayed due to failure to secure major customers.
Intel, which is currently struggling, declined to disclose the expected completion date of its four factories.
"Financial Insider" pointed out that according to the above timetable, the Biden administration's efforts to boost semiconductor manufacturing and employment may bear fruit during Trump's term.
The "Chips and Science Act" allocates US$39 billion (approximately NT$1.26 trillion) to subsidize semiconductor production; according to a report released by the Semiconductor Industry Association (SIA) in 2021, the United States is expected to The construction will create 42,000 direct job opportunities and 101,500 indirect job opportunities.
